Ordinance authorizing settlement of the lawsuit filed by Gabriel Shin against the City and County of San Francisco, Jeanine Nicholson, Robert Postel, Tom O’Connor, David Brown, Patricia Lee, Joe Certain, and Robert Muhammad for $6,000,000; the lawsuit was filed on January 31, 2023, in the United States District Court for the Northern District of California, Case No. 3:23-cv-000456-VC; entitled Gabriel Shin v. City and County of San Francisco, et al.; the lawsuit involves an employment dispute.

Resolution authorizing the Planning department to enter into the First Amendment to the Agreement between the City and County of San Francisco and OpenGov Inc., for permitting software products and services; to increase the agreement by $22,118,982.28 for a total amount not to exceed $28,018,982.28; and to extend the term for 36 months from September 30, 2026, for a total term of October 1, 2025, through September 30, 2029.

Resolution retroactively approving and authorizing the Mayor and the Director of the Mayor’s Office of Housing and Community Development (“MOHCD”) to execute a grant agreement with Ambassador Ritz Four Percent, LP in an amount not to exceed $4,493,845 for a term of 16 years and six months, from July 1, 2026, through January 1, 2043, to provide project-based rental subsidies for a 55-unit 100% affordable housing project housing extremely low-income households; approving the form of and authorizing the execution of the grant agreement; and granting general authority to City officials to take actions necessary to implement this Resolution, as defined herein.

Ordinance appropriating $202,004,550 of General Obligation (GO) Bond proceeds to the Mayor’s Office of Housing and Community Development (MOHCD), including: $107,540,000 of proceeds from Series 2026D Affordable Housing GO Bonds for middle income and senior housing projects; $47,000,000 of proceeds from Series 2026E Affordable Housing GO Bonds for low-income housing projects; and $47,464,550 from Series 2026F Preservation and Seismic Safety GO Bonds to acquire, improve and rehabilitate and to convert at-risk multi-unit residential buildings to permanent affordable housing in Fiscal Year (FY) 2026-2027; and placing these funds on Controller’s Reserve pending the receipt of the bond proceeds.

Resolution retroactively approving and authorizing the Mayor and the Director of the Mayor’s Office of Housing and Community Development (“MOHCD”) to execute a grant agreement with MHDC South Park Properties, LP in an amount not to exceed $3,798,723 for a term of 16 years and six months commencing on July 1, 2026, through December 31, 2043, to provide project-based rental subsidies for a 106-unit 100% affordable housing project housing extremely low-income households as part of the Affordable Housing Opportunity Fund and Program; approving the form of and authorizing the execution of the grant agreement; and granting general authority to City officials to take actions necessary to implement this Resolution, as defined herein.

The Board de‑appropriated $43,505,000 from the 2025G health bond and re‑appropriated $83,475,000 from the 2026B health bond to the Department of Public Health and the Recreation and Park Department for FY 2026‑2027.

Ordinance authorizing settlement of the lawsuit filed by Barbara Kavanagh against the City and County of San Francisco for $100,000; the lawsuit was filed on June 25, 2025, in San Francisco Superior Court, Case No. CGC-25-626621; entitled Barbara Kavanagh v. City of San Francisco, et al.; the lawsuit involves alleged personal injury on a City sidewalk; other material terms of the settlement are a payment to Plaintiff by Defendant/Cross-Defendant Susan Fitzgerald a.k.a. Susan L. Jeffries.

Resolution approving and authorizing the Director of Property, on behalf of the department of Public Health, to execute a lease agreement with West Bay Local Development Corporation, dba West Bay Conference Center, as Landlord, for a portion of 1290 Fillmore Street, consisting of approximately 2,992 rentable square feet; for an initial term of five years with two one-year extension options, commencing upon approval of this Resolution by the Board of Supervisors and the Mayor and the execution by the Director of Property; for an annual base rent of $105,138.88, increasing by 3% at each term extension; and authorizing the Director of Property to enter into any amendments or make certain modifications to the Office Lease that the Director of Property determines, in consultation with the department of Public Health and the City Attorney, do not materially increase the obligations or liabilities to the City, do not materially decrease the benefits to the City, and are necessary to effectuate the purposes of the Office Lease or this Resolution.

City and County of San Francisco, et al.; the lawsuit involves alleged personal injury on a City sidewalk.

Resolution approving Modification No. 3 to Professional services Agreement for Airport Contract No. 50303 to provide shuttle bus services at the San Francisco International Airport, between SFO Hotel Shuttle, Inc., and the City and County of San Francisco, acting by and through its Airport Commission, to increase the Contract amount by $25,497,754 for a new contract amount not to exceed $98,110,172, with no change to the five year term of January 1, 2023, through December 31, 2027, pursuant to Charter, Section 9.118(b).

Ordinance amending the Planning Code to require property owners seeking to demolish residential units to construct at least as many units as will be demolished or existed on the project site within the prior seven years; to require property owners seeking to demolish certain residential units in the Priority Equity Geographies Special Use District (PEG SUD) to replace those units at an affordable rent or an affordable cost in proportion to the number of lower-income renters in the PEG SUD, and to replace a percentage of units as affordable to extremely low-income households; to require project sponsors to replace certain demolished rent-controlled units at an affordable rent or cost; and to subject replacement units to the Procedures Manual; and amending the Zoning Map to add additional parcels south of Ocean Avenue between Ashton Avenue and Howth Street to the PEG SUD; affirming the Planning department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1;

Resolution retroactively authorizing the Office of the District Attorney to accept and expend a grant in the amount of $525,000 from the Crankstart Foundation to support participation in the District Attorney’s Access To Hope Initiative, which includes a transformative educational journey where youth retrace the footsteps of the Civil Rights Movement by visiting historic landmarks across Alabama, Arkansas, Mississippi, and Tennessee, for the term of May 1, 2026, through April 30, 2029.

Ordinance amending the Administrative Code to provide that banked rent increases and capital improvement rent increases for rent-controlled units may not increase a tenant’s rent by more than a total of 10% per year, for the next three years; and making various non-substantive changes.

Resolution approving the Fourth Amendment to the grant agreement between the City, acting by and through the department of Homelessness and Supportive Housing (“HSH”), and Five Keys Schools and Programs for navigation center operations and support services at the Baldwin SAFE Navigation Center, extending the grant term by 32 months from October 31, 2026, for a total term of July 1, 2022, through June 30, 2029; and increasing the agreement amount by $25,110,592 for a new total amount not to exceed $62,182,906; and to authorize HSH to enter into any amendments or other modifications to the Amendment that do not materially increase the obligations or liabilities, or materially decrease the benefits to the City and are necessary or advisable to effectuate the purposes of the Agreement.

Ordinance amending the Campaign and Governmental Conduct Code to apply a campaign contribution limit to other types of candidate-controlled committees, including candidate-controlled ballot measure committees; create a $10,000 contribution limit to candidate-controlled legal defense funds; specify that third party expenditures that republish a candidate’s campaign materials are considered a contribution to the candidate’s campaign for the purpose of the candidate campaign contribution limit; and establish limits on the use of committee funds to pay administrative or ethics penalties.

Resolution urging the San Francisco Police department, Municipal Transportation Agency, Recreation and Parks department, and other relevant City agencies to increase enforcement of existing laws governing electric bicycles, electric scooters, and other powered mobility devices; to prioritize enforcement against reckless operation, illegal sidewalk riding, excessive speeds, unlawful modifications, and vehicles improperly represented as electric bicycles; to encourage collaboration with shared-mobility operators on rider safety; and to improve education and data collection regarding e-bike and e-scooter safety.

Resolution urging the Mayor's Office to consider amending the Citywide Good Neighbor Policy, amending other relevant policies, or enacting new policies to address resident pet management and dog safety at City-funded shelters, transitional housing, and supportive housing sites; and urging the City and County of San Francisco to ensure sustained funding, staffing, and interagency coordination for the Vicious and Dangerous Dog hearing process and Unit.

Resolution declaring September 26, 2026, as “Black Family Day” in the City and County of San Francisco in celebration of the event’s 20th anniversary.
