Motion amending the Board of Supervisors' Rules of Order by amending Rule 1.3.3 (In-Person and Remote Public Comment) to conform the Rule with the public comment changes; adding a new Rule 1.3.4 (Remote Public Comment Disruption Policy) to adopt a policy for the Board of Supervisors to handle disruptions to remote public participation; adding a new Rule 1.3.5 (Disorderly Conduct by Public Commenters) to codify the procedures around disorderly conduct by public commenters; and amending Rule 3.8 (Public Comment at Committee Meetings) to prohibit committees from limiting the total amount of time for public comment on an item.

Vote on $50,000 lawsuit settlement

The Board passed an ordinance to settle the David M. Kennedy-Phelps lawsuit for $50,000.

Resolution celebrating the anniversary of the Coors Boycott and proclaiming June 26, 2026, as Coors Boycott Commemoration Day in the City and County of San Francisco.

Expand Fair Chance protections in Police Code

Supervisors considered an ordinance amending the Police Code to broaden the Fair Chance Ordinance. The amendment prevents employers and affordable housing providers from using out‑of‑state criminal convictions related to abortion‑care, drag performances, gender‑affirming care, or spontaneous abortion in employment or housing decisions, and raises penalties for violations.

Vote on $3,000,000 lawsuit settlement

The Board passed an ordinance to settle the Amaryllis Cruz and Elias Jimenez lawsuit for $3,000,000.

Resolution authorizing the Mayor or his designee to cast an assessment ballot in the affirmative for the proposed renewal and expansion of a property and business improvement district known as the Downtown Community Benefit District, with respect to certain parcels of real property owned by the City that would be subject to assessment in said District.

Resolution approving the San Francisco Police department’s Use of Equipment Policy 2025 Annual Report, consistent with the criteria set forth in state law.

Vote on $35,000 lawsuit settlement

The Board passed an ordinance to settle the Elise and Zachary Williams lawsuit for $35,000.

Rename Domestic Violence Fund and update administration

Supervisors considered an ordinance amending the Administrative Code to change the name of the Status of Women Domestic Violence Program Fund to the Domestic Violence Shelter-Based Program Fund. The ordinance also updates the fund’s purpose and designates the Mayor’s Office of Housing and Community Development as its administrator.

Vote on $100,000 claim settlement

The Board adopted a resolution to settle the unlitigated claim filed by Craig Banks for $100,000.

Continue charter amendment for Municipal Finance Corp. and public bank

Supervisors considered a charter amendment to create a Municipal Finance Corporation and a public bank as nonprofit corporations, outlining their mission, principles, and governance. The amendment is scheduled for a future election on November 3, 2026.

Resolution adding the commemorative street name “Art Agnos Way” to the 500 and 600 blocks of Connecticut Street, in recognition of former Mayor Art Agnos for his decades of dedicated public service and commitment to the people of San Francisco.

Resolution designating the San Francisco Arts Commission as the City and County of San Francisco’s agency serving as the state-local partner with the California Arts Council from July 1, 2026, through June 30, 2027.

Resolution calling a special election for City and County of San Francisco Infrastructure and Revitalization Financing District No. 1 (Treasure Island); and determining other matters in connection therewith, as defined herein.

Ordinance amending the Planning Code to designate Engine Company No. 33, located at 117 Broad Street, Assessor’s Parcel Block No. 7113, Lot No. 041, on the south side of Broad Street between Capitol Avenue and Plymouth Avenue, as a landmark consistent with the standards set forth in Article 10 of the Planning Code; affirming the Planning department’s determination under the California Environmental Quality Act; and making public necessity, convenience, and welfare findings under Planning Code, Section 302, and findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1.

Rename Domestic Violence Fund and update purpose

The Board passed an ordinance amending the Administrative Code to rename the Status of Women Domestic Violence Program Fund to the Domestic Violence Shelter-Based Program Fund.

Ordinance amending the Police Code to modify provisions of the Fair Chance Ordinance that regulate the use of criminal history in certain employment and housing decisions specifically by providing that employers and affordable housing providers may not use out-of-state criminal convictions or arrests for conduct that is lawful in California related to abortion-related healthcare, drag performances, gender-affirming care, and spontaneous abortion, as defined, in making certain employment or housing-related decisions; increasing administrative penalties for violations; and increasing liquidated damages available in a lawsuit.

Charter Amendment (First Draft) to amend the Charter of the City and County of San Francisco to authorize the establishment of a Municipal Finance Corporation and Public Bank as nonprofit corporations, and to set forth the mission, principles, and governance structure of those corporations; at an election to be held on November 3, 2026.

Resolution supporting the Veterans of Foreign Wars of the United States (VFW) in opposing disability compensation offset provisions contained in (House of Representatives) H.R. 9237 and (Senate) S. 4744, the proposed Take Care of America’s Veterans Act; urging Congress to remove provisions that would reduce or eliminate disability compensation for veterans with service-connected tinnitus and sleep apnea; protecting the Veterans Affairs (VA) workforce and veterans’ access to direct VA care; and advancing veterans’ benefits without funding them by cutting earned benefits for other veterans.

Motion directing the Clerk of the Board of Supervisors to schedule a Committee of the Whole hearing on July 21, 2026, at 3:00 p.m., for the Members of the Board of Supervisors to consider the Hearing to examine the potential consequences of Kaiser Permanente’s proposals in collective bargaining with the National Union of Healthcare Workers for San Francisco residents and employees of the City and County of San Francisco who are Kaiser enrollees, for behavioral health clinicians employed by Kaiser, and for standards of behavioral healthcare professional practice; and requesting that the Chief Executive Officer of the Kaiser Foundation Health Plan, Inc., the Chief Executive Officer of the Permanente Medical Group, and representatives from the National Union of Healthcare Workers to report to the Board.

The Board is asked to increase the maximum amount the City Attorney can settle claims from $25,000 to $100,000.

Resolution adding the commemorative street name "Sunset Healthcare Corridor" to Noriega Street between 19th Avenue and 33rd Avenue, in recognition of the concentration of medical, dental, optometric, pharmacy, and wellness providers that have served the Sunset District along this corridor for decades, and in support of continued access to affordable, culturally competent care for Sunset residents.

Resolution approving and authorizing the Director of Property and Director of the Mayor’s Office of Housing and Community Development (“MOHCD”) to enter into a Ground Lease for real property owned by the City located at 1939 Market Street (“Property”) with Mercy Housing California 109, L.P. for a lease term of 75 years and one 24-year option to extend and an annual base rent of $15,000 (“Ground Lease”) in order to construct a 187-unit (including two managers’ units) multifamily rental housing development affordable to low-income households (the “Project”); adopting findings that the Project and proposed transactions are consistent with the General Plan, and the eight priority policies of Planning Code, Section 101.1; determining that the less than market rent payable under the Ground Lease will serve a public purpose by providing affordable housing for low-income households in need, in accordance with Administrative Code Section 23.30; and authorizing the Director of Property and the Director of MOHCD to execute the Ground Lease, and make certain modifications and take certain action

Resolution extending by 90 days the prescribed time within which the Planning Commission may render its decision on a Ordinance (File No. 260542) amending the Planning Code to exempt projects on corner lots approved under the Housing Choice-San Francisco program from development impact fees and requirements, except for Citywide inclusionary housing requirements; affirming the Planning department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and making public necessity, convenience, and welfare findings under Planning Code, Section 302.

Resolution approving the Third Amendment between the City and County of San Francisco, acting by and through the Office of Contract Administration, and Resource Design Interiors for system furniture, increasing the amount by $8,750,000 for a total not to exceed amount of $17,750,000; extending the term by three years, three months, and 17 days from September 14, 2026, for a term of nine years from January 1, 2021, to December 31, 2029; and authorizing the Office of Contract Administration to make necessary, non-material changes to the Amendment prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary or advisable to effectuate the purposes of the Agreement.

Resolution approving an Amendment between the City, acting by and through the Office of Contract Administration, and Sigillo Supply Inc for plumbing supplies, extending the term by two years from November 30, 2029, for a new total term of December 1, 2024, through November 30, 2031, and increasing the contract amount by $12,310,000 for a new total not to exceed amount of $15,510,000; and to authorize the Office of Contract Administration to make necessary, non-material changes to the Amendment prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary or advisable to effectuate the purposes of the Agreement.

Resolution authorizing the department of Technology and the Office of Contract Administration to enter into the First Amendment to the Agreement between the City and County of San Francisco and Zones, LLC for Microsoft Enterprise Products, to increase the contract amount by $60,000,000 for a new total not to exceed amount of $115,000,000; and to extend the term by 36 months from September 1, 2026, for a total term of September 1, 2023, through August 31, 2029, with the option of three one-year extensions.

Hearing on the 2025-2026 Civil Grand Jury Report, entitled "At Scale, At Risk - Upgrading Data and Oversight to Improve Homelessness services."

Resolution approving and authorizing the First Amendment to the Loan Agreement between the City, acting by and through the Mayor’s Office of Housing and Community Development (“MOHCD”), and 1234 Great Highway LLC to finance predevelopment costs associated with the development of an approximately 216-unit multifamily residential project affordable to low-income and formerly homeless seniors, including a commercial shell for community serving space (the “Project”) on the property located at 1234, 1270, and 1280 Great Highway in a total amount not to exceed $27,248,500; adopting findings that the Project and proposed transactions are consistent with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and authorizing the Director of MOHCD to make certain modifications to the Loan Agreement, as defined herein, and take certain actions in furtherance of this Resolution, as defined herein.

Resolution supporting California State Assembly Bill No. 1573 (AB 1573) introduced by Assembly Member Isaac Bryan and coauthored by Assembly Member Catherine Stefani, which would amend Section 65582 of the California Government Code to provide that victims of domestic violence, sexual assault, and human trafficking may be included in the definition of “target population” under California’s Housing Element requirements, thereby ensuring that cities and counties assess the supportive housing needs of survivors when updating their general plans.
