Consider recommendations regarding an Amendment to the Glassy-Winged Sharpshooter Control Program Agreement No. 24-0469-032-SF with the California department of Food and Agriculture, as follows: a) Approve and authorize the Chair of the Board of Supervisors to execute an Amendment to an Agreement with the California department of Food and Agriculture to receive reimbursement and services related to the Glassy-Winged Sharpshooter Control Program in the County of Santa Barbara for the period of July 1, 2025 through September 30, 2027 in the amount of $473,072.00; and b) Determine that the above action involves government funding mechanisms and/or fiscal activities and is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(4).

Consider recommendations regarding a Runbeck Election services, LLC Contract, as follows: a) Approve, ratify and authorize the Chair to execute a services Agreement with Runbeck Election services, LLC., an Arizona corporation, for software licensing, equipment maintenance and support services for the Sentio Ballot Printing System for the term ending June 30, 2027, and in the amount of $13,500.00; b) Authorize the Clerk-Recorder-Assessor and Registrar of Voters or designee to exercise contingency, if needed, for additional repair and maintenance, election setup and paper costs up to $4,000.00, for a total not to exceed contract amount of $17,500.00; and c) Determine pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(5) that the above actions are not a project subject to CEQA review because the actions consist of organizational and administrative activities of governments that will not result in direct or indirect physical changes in the environment.

Consider Recommendations regarding the Pediatric Trauma Care Fund Distribution Agreement with Santa Barbara Cottage Hospital, as follows: a) Approve, ratify, and authorize the Chair to execute an Agreement between the County Health department and the Santa Barbara Cottage Hospital Level II Pediatric Trauma Center to receive Maddy Emergency Medical services Fund distributions in an amount not to exceed $420,000.00, for the period of July 1, 2026, through June 30, 2029, and b) Determine that the recommended action does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA) and is exempt pursuant to Section 15378(b)(4) of the CEQA Guidelines, since the recommended actions are the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.

Consider recommendations regarding a Public Safety Radio Network (PSRN) Communication Site Construction Contract, Davidson Library Site, County Project No. PRJ-000641, Second District, as follows: (4/5 Vote Required) a) Approve the plans and specifications for the PSRN Communication Site, Davidson Library project on file in the General services Capital Projects office; b) Approve and authorize the Chair to execute the Construction Agreement (Agreement) for the Davidson Library PSRN Construction Project (Project) in the amount of $344,690.00, with Specialty Construction, Incorporated (Contractor), the lowest responsible bidder, to complete the Project; c) Authorize the Director of General services or the Director of the Information Technology department to approve change orders to the Agreement in the aggregate amount not to exceed $29,734.50, as authorized under California Public Contract Code Section 20142; and d) Determine that the recommended actions continue to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to the following CEQA guidelines sections: 15301, as the actions consist of the operation, repair, maintenance, leasing, licensing or minor alteration of existing public structures, facilities, mechanical equipment or topographical features, involving negligible or no expansion of existing or former use; 15302, as the actions consist or replacement or reconstruction of existing structures and facilities located on the same site and with the same purpose and capacity; 15303, as the actions consist of construction and location of limited numbers of new, small facilities or structures and installation of small new equipment and facilities in small structures; and 15061(b)(3), as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment; and that a Notice of Exemption on these bases was filed on July 13, 2021.

Consider recommendations regarding the Senate Bill 1 Grant Award for a Sea Level Rise Adaptation Plan, as follows: (4/5 Vote Required) a) Adopt a Resolution authorizing the Director of the Planning and Development department (P&D), or designee(s), to: i) Execute and submit to Ocean Protection Council a State Grant Agreement for the acceptance of Senate Bill 1 Sea Level Rise Adaptation Planning Grant funds in the amount of $291,681.00, upon review and concurrence of County Counsel, the Auditor-Controller, and Risk Manager, or his or her designee(s); and ii) Execute and submit to the California Ocean Protection Council all required grant documents and amendments, including, but not limited to, payment requests, deliverables, and reports; b) Approve Budget Revision Request No. 1649 to establish grant revenue and corresponding appropriations of $291,681.00 for Fiscal Years 2026-2027 for the SB 1 Sea Level Rise Adaptation Planning Grant funding (4/5 Vote Required); and c) Determine that execution and submittal of the Grant Agreement and required grant documents to the California Ocean Protection Council is not a project and, therefore, is not subject to environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(5) and 15060(c)(3).

Consider recommendations regarding the award of a Contract for Ortega Hill - N. Jameson Bike Connection, County Project No. 864054, State Project No. 0525000208, First District, as follows: (4/5 Vote Required) a) Approve the Project Plans and Specifications, on file in the Public Works department Office, located at 123 E. Anapamu Street, Santa Barbara, CA 93101, for the construction of Ortega Hill - N. Jameson Bike Connection Project; b) Award the Construction Contract for the Ortega Hill - N. Jameson Bike Connection Project in the amount of $1,291,191.00 to the lowest responsible bidder, Toro Enterprises, Inc., PO BOX 6285, Oxnard, CA 93031, subject to the provisions of documents and certifications, as set forth in the specifications applicable to the Project, as required under California law; c) Approve and authorize the Chair to execute the Construction Contract, which has been reviewed and approved by County Counsel, Auditor-Controller, and Risk Manager, or their authorized representatives; d) Authorize the Public Works Director, or designee, to approve change orders for the Ortega Hill - N. Jameson Bike Connection Project for a contingency amount up to $81,560.00 plus an additional amount of up to $90,000.00 for supplemental work items, for a total not to exceed authorization amount of $1,462,751.00; e) Approve Budget Revision Request No. 1571 to increase Fiscal Year 2026 - 2027 appropriations of $462,751.00 in Capital Infrastructure Fund (Fund 0017) for services and Supplies funded by Other Governmental Agencies and transfer appropriation of $1,000,000.00 from Intergovernmental Revenue-Other to Intergovernmental Revenue-State for State Grant; and f) After reviewing and considering the environmental effects of the Project as shown in the Final Environmental Impact Report (EIR) for the US101 HOV/EIR/EA State Clearing for the South Coast 101 HOV Lanes Project (05-SB-101-PM 1.4 to 12.3; 05-0N700; Project ID No. 0500000225 and SCH No. 2009051018), that was prepared and certified by Caltrans, the lead agency, on August 26, 2014, as well as the Revised EIR document, certified on October 27, 2017, and Addendum EIR/EA, certified on June 1, 2018, determine that no subsequent EIR or Negative Declaration is required for this Project and direct Staff to file the Notice of Determination.

Adopt a Resolution of Commendation for Lieutenant Ugo Peter “Butch” Arnoldi upon his retirement from the Santa Barbara County’s Sheriff’s department after over 53 years of faithful and dedicated service to the citizens of Santa Barbara County.

Adopt a Resolution amending the 2026 Board of Supervisors' Schedule of Meeting Dates and Locations to: (1) Change the meeting location for Tuesday, December 8, 2026, from Santa Barbara to Santa Maria; and (2) Change the meeting location for Tuesday, December 15, 2026, from Santa Maria to Santa Barbara.

Consider recommendations regarding a request for Local Advance Construction Authorization for Highway Bridge Program (HBP): Bonita School Road Bridge Over Santa Maria River (51C-0230), County Project 862367 and a Resolution to Designate the Public Works Director, or his designee to enter into future requests for local advance construction authorizations, Fifth District, as follows: a) Approve and authorize the Public Works Director, or designee, to execute the High Cost Letter for Local Advance Construction Authorization with the State of California, department of Transportation (Caltrans) and the Local HBP for the Bonita School Road Bridge (Bridge No. 51C-0230) over the Santa Maria River (Project No. 862367); b) Adopt a Resolution to designate the Director of Public Works as an authorized Agent with authority to enter into future Requests for Local Advance Construction Authorizations for projects under $20 million with Caltrans, provided funds will be set aside and planned within the relevant fiscal-year budgets, subject to review and approval by County Executive Office, County Counsel, and Auditor-Controller, with this delegation of authority limited to a term of five years; and c) Determine the above actions are not a project under the California Environmental Quality Act guidelines pursuant to Section 15378(b)(5) because it consists of organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

Consider recommendations regarding a Request for Waiver on Competition in Purchase of Lindner Recyclingtech America, LLC Replacement Parts for the ReSource Center; Third District, as follows: a) Authorize the County Purchasing Agent to waive competitive bidding requirements per County Code Section 2-39(c) to procure replacement parts from Lindner Recyclingtech America, LLC in an amount not to exceed $500,000.00 through June 30, 2027 for maintenance and replacement of the shredder; and b) Determine that pursuant to California Environmental Quality Act Guidelines Section 15162 no substantial changes are proposed, and no new information of substantial importance has come to light regarding environmental effects of the project or of the sufficiency or feasibility of mitigation measures, and therefore the contract for maintenance and repair for ongoing operation of the Tajiguas ReSource Center facilities is within the scope of the project covered by the prior environmental review, the Final Subsequent Environmental Impact Report (12EIR-00000-00002) SCH No. 2012041068 and Subsequent EIR Revision Letter and Errata dated May 27, 2016, certified by the Board of Supervisors on July 12, 2016, Final Subsequent EIR Addendum dated August 11, 2017 (revised October 26, 2017), considered by the Board of Supervisors on November 14, 2017, second Addendum dated August 15, 2023, considered by the Board on October 3, 2023, and November 7, 2023, and the third Addendum dated August 12, 2024, considered by the Board on September 10, 2024, therefore no subsequent Environmental Impact Report or Negative Declaration shall be prepared for this action.

Consider recommendations regarding a Second Amendment to the Agreement with Catalis Courts and Land Records, LLC (previously AutoMon LLC) (Board Contract [BC] No. 19-085) for Case Management System Modules and Software Maintenance for the period of June 1, 2026 through May 31, 2030, as follows: a) Approve, authorize, and ratify the Chair to execute the Second Amendment to the Agreement for Service of Independent Contract (BC No. 19-085) with Catalis Courts and Land Records, LLC (previously AutoMon, LLC) for the provision of case management system modules and software maintenance service to amend the party to the Agreement; and extend the term of the Agreement from ending on May 31, 2026 to continue for the period of June 1, 2026 through May 31, 2030; and to increase the total maximum contract amount from $1,406,057.55 to $2,370,196.43; and b) Determine that the above actions are government fiscal activities of funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) of the CEQA guidelines.

Consider recommendations regarding Amendment No. 4 to the Outside Counsel Contract with Rimôn, P.C., as follows: (4/5 Vote Required) a) Approve and authorize the Chair to execute Amendment No. 4 to the Agreement for Professional Legal services with Rimôn, P.C., to extend the term of the Agreement to September 14, 2028 and to add $30,000.00, for a not-to-exceed amount of $185,000.00; and b) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines, because they consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.

Consider recommendations regarding an Agreement with Family Service Agency of Santa Barbara County for community-based child abuse and neglect prevention services, as follows: a) Approve, ratify and authorize the Chair to execute an Agreement with Family Service Agency of Santa Barbara County to provide community-based child abuse and neglect prevention services for a total contract amount not to exceed $175,000.00 for the period of July 1, 2026 through June 30, 2027; b) Authorize the Director of Social services or designee to adjust the Line Item Budget of the Family Service Agency of Santa Barbara County dba Santa Maria Valley Youth and Family Center Agreement without exceeding the total contract amount; c) Approve, ratify, and authorize the Director of Social services or designee to provide consent under Section 18 of the Agreement for Family Service Agency of Santa Barbara County to subcontract services without exceeding the total contract amount and subject to concurrence of County Counsel; and d) Determine that the activity is not a “Project” subject to California Environmental Quality Act (CEQA) review per CEQA Guideline Section 15378(b)(5), since the activity is an organizational or administrative activity of government that will not result in direct or indirect physical changes in the environment.

HEARING - Consider recommendations regarding a report on the 2026-2027 Winter Preparations, as follows: (EST. TIME: 30 MIN.) Acting as the Board of Supervisors and Board of Directors, Flood Control and Water Conservation District: a) Receive and file a report on County preparations for a possible strong storm season resulting from predicted El Niño conditions; and b) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5) because they consist of government administrative activities that will not result in direct or indirect physical changes in the environment. County Executive Officer’s Report: Receive a report from the County Executive Officer (CEO) on County programs, County staff updates and achievements, staff recognitions, updates on major projects, updates on state and federal legislation, and upcoming events of interest to the Board and the public. There will be no Board discussion except to ask questions or refer matters to staff; and no action will be taken unless listed on a subsequent agenda.

Consider recommendations regarding the release of set aside for Deputy Sheriffs' Association Successor Memorandum of Understanding Costs, as follows: (4/5 Vote Required) a) Approve Budget Revision Request No. 1648 to increase appropriations for salaries and benefits by $812,100.00 in Sheriff General Fund, funded by a release of the $812,100.00 set aside established by the Board of Supervisors for Sheriff costs on June 16, 2026; b) Receive a report on the status of the Isla Vista Foot Patrol negotiations with the University of California, Santa Barbara; and c) Determine pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(4) that the above action is a government fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment and therefore is not a project subject to environmental review.

HEARING - Consider recommendations regarding protecting children through Firearms Retailer buffer zones and an Interim Urgency Ordinance, as follows: (4/5 Vote Required) (EST. TIME: 1 HR.) a) Direct the Planning and Development department to prepare and process amendments to the County Land Use and Development Code (LUDC), Montecito Land Use and Development Code (MLUDC), and Article II, Coastal Zoning Ordinance (CZO), of Chapter 35 of the Santa Barbara County Code (Zoning), to: i) Define “Firearms Retailer” and related terms as distinct land uses; ii) Establish a mandatory buffer of 1,000 feet between any new Firearms Retailer and designated sensitive receptors, including public and private K-12 schools, preschools, licensed childcare centers, parks, playgrounds, youth centers, religious establishments, similar child-serving facilities, and other Firearms Retailers; iii) Clarify how the buffer is measured between a Firearms Retailer and a sensitive receptor or other Firearms Retailer, including use of Geographic Information System (GIS) mapping and analysis; iv) Require a Conditional Use Permit for Firearms Retailers in all applicable zoning districts, with findings related to public safety, neighborhood compatibility, security, and consistency with the buffer standard; v) Prohibit the establishment or operation of a Firearms Retailer as a home occupation or from any residentially zoned parcel, including the retail sale, lease, transfer, delivery, display, or customer pickup of firearms or ammunition at a residence; vi) Develop enhanced security development standards for Firearms Retailers, including surveillance systems and other appropriate safeguards, to protect inventory, employees, customers, and the public, and to facilitate investigation and recovery efforts if a crime occurs; and vii) Complete an inventory and map of existing Firearms Retailers in the unincorporated area, including their proximity to sensitive receptors and other Firearms Retailers, to inform ordinance development and support implementation of the proposed buffer standards; b) Direct the Planning and Development department to delay planned work efforts in the Long Range Planning Work Program, including the Coastal Land Use Plan Objective Standards, Historic Landmarks Commission updates, and General Package Amendments, as necessary to accommodate this ordinance package without a negative impact on the department’s budget; c) Adopt an Interim Urgency Ordinance and findings included therein to impose a temporary moratorium on the approval of any new land use entitlement, business-license clearance, zoning clearance, permit, or other County authorization that would allow the establishment, relocation, expansion, or intensification of a retail Firearms Retailer in the unincorporated area of Santa Barbara County for a period of 45 days, or until the Interim Urgency Ordinance expires or is otherwise extended or terminated by the Board, whichever occurs first; d) Direct staff to return to the Board of Supervisors on October 6th, 2026, with a written report pursuant to Government Code Section 65858(d) and consideration of an extension to the Interim Urgency Ordinance for up to 10 months and 15 days pursuant to Government Code Section 65858(d); and e) Determine that the proposed actions are not subject to the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) as it has no potential to cause a significant impact on the environment and approve and direct staff to file a Notice of Exemption on that basis.
