The Planning Commission heard public testimony and adopted several resolutions recommending city council approval of a master‑plan environmental impact report, a zoning map amendment, a specific development plan for Phase 1, a parcel map change, and a parking agreement for Gilead’s proposed 800,000‑sq‑ft research campus.
